If the paint looks dull in direct sun, or you can see fine circular scratches when the light hits it, that is swirl marking. It comes from automatic washes and from drying with the wrong towel. A machine polish takes it back out.
The paint is washed and decontaminated first, because polishing over embedded grit makes the problem worse. A single stage machine polish then levels the clear coat enough to remove light scratches and swirls, and the finish is sealed afterwards. Deep scratches you can catch a fingernail in will not come out, and that gets said before the work starts rather than after.

No. Swirls and light marks will. If your fingernail catches in a scratch it is through the clear coat and polishing will not remove it.
